Either you are missing the codasrv and codasrv-se entries in
/etc/services. But Debian should have those in there by default
as they are IANA registered.

The other possibility is that some other process already has udp ports
2432 and/or 2433 open so that we can't bind to them.

netstat -a should show all open ports, if 2432/udp or 2433/udp seems to
be in use you can check which process has it open with 'lsof -i udp:2432'
