If you are using 5.3.12 the problem is with the ACL on the root volume.
Purge the volume using "purgevol_rep", then change the groupid's for
System:Administrators and System:AnyUser and recreate the volume, like this:

    purgevol_rep <rootvolumename>
    pdbtool ci System:Administrators -3
    pdbtool ci System:AnyUser -1
    pdbtool ci System:Administrators -2
    pdbtool ag System:Administrators <admin-userid>
    createvol_rep <rootvolumename> E00000100

Is your machine in this case the server? No, that won't work except when
you restart it everytime it's IP-address changes.
