Ok, got a bit further.  My /vice/db/vicetab now looks like:
seashell   /vicepa   ftree   width=64,depth=3
seashell	/usr/backups	backup

Now I am seeing:
backup /vice/db/dumplist /usr/backups
Partition /vicepa: inodes in use: 75, total: 262144.
