codasrv chrashes when not configured as scm

hi,

my first server work pretty good. now i'm trying to put another host up as
coda server. this one should not be a scm. when setup via vice-setup and
not configured as scm codasrv crashes.
after setup i started update.init start and auth2.init start both working
ok and nothing suspicious in the logs.
startserver results in the following:

this error occurs with both the precompiled binaries and ones i compiled.
both binaries work perfectly well on the scm.

any ideas, patches?
